Deputy Fire Chief - Hardee County
Job Description
This is responsible supervisory work in the direction of the activities on a shift and/or other special assignments. Work is performed under the general direction of the Fire Chief.
ESSENTIAL JOB FUNCTIONS:
• Consults with the Fire Chief concerning all Fire and EMS budget preparation and control.
• Directs the operations, safety and training activities of the department. Advises and consults with the Fire Chief, acts in the absence of the
Fire Chief and is second in command at all times.
• Makes decisions as to the best methods of extinguishing fires and directs operations until relieved by the Fire Chief.
• Supervises laying hose lines, directing and varying the pressure of water streams, placing of ladders, ventilation of buildings, rescue
operations, administering of emergency medical treatment, and salvage operations.
• Supervises all Emergency Medical Services operations. Including EMS response, protocols, quality assurance, exposure control, patient
records documentation and review and HIPAA compliance. Must work closely with the medical director to ensure compliance in all areas.
• Supervises all operational ranking officers and is responsible for evaluating their performance annually.
• Supervises the prevention division and works closely to ensure compliance in this area.
• Reviews fire incident reports for accuracy and compliance with accepted reporting procedures, ensures that appropriate records are
maintained.
• Inspects personnel and stations to determine the status of equipment and apparatus ensures that the appropriate maintenance is
performed, or request that such action be undertaken by the appropriate department.
• Coordinates the training activities and studies modern firefighting methods and techniques, lead drills of company evaluations.
Participates in seminars, conferences and training courses, keep abreast of technological advances related to firefighting/rescue activities.
• Must be willing to comply with a residency requirement.

Requirements
Knowledge of and skilled in the operations and maintenance of the various types of apparatus and equipment used in firefighti¬ng activities, and must have the ability to supervise the effective use of such equipment and apparatus. Knowledge of emergency medical treatment principles and methods and skill in their application. Knowledge of fire prevention methods.EDUCATION AND EXPERIENCE:
Associates Degree is required. (Bachelors Degree or higher from an accredited university in the public administration or fire science field is preferred). At least ten (10) years experience in Fire Rescue with a minimum of five (5) years experience in a supervisory or management level position.LICENSING/CERTIFICATIONS:
Florida Certification as a Firefighter II as authorized by F.S.S. 633.
Florida certified as a Paramed¬ic.
Florida certified Fire Officer I.
Florida certified as a Fire Safety Inspector.
Must possess a valid Florida Class “E” driver’s license and must have a clean driving record.PHYSICAL SKILLS
Heavy (45 pounds and over) lifting and carrying.
Must endure sustained acts of physical exhaustion and endure periods of duty under unfavorable and life threatening situations.

Job Description
Performs highly responsible professional, technical and administrative work in planning, and directing the day to day operations of the Fire Department, supervising the major divisions within the department (fire protection, suppression, inspection, prevention and emergency medical services) and responding to emergency scenes, as needed. The Fire Chief exercises direct supervision over Deputy Chief/s and indirect supervision over all fire department personnel. Responsibilities further include evaluation and development of recommendations to improve department administration, procedures, policies and programs. Work is evaluated on the basis of results achieved. Administrative duties include overseeing personnel actions, purchase of equipment, control of expenditures, preparation of budget estimates and the assignment of personnel and equipment. The Fire Chief consults with the City Manager’s office on problems of policy and planning, but works independently in supervising technical operations. Oversees compliance with bargaining agreements, department rules, polices and regulations.

In addition to Florida State requirements under FS 633.34, applicants must posses a Bachelor’s degree from an accredited program in Fire Science, Public Administration or related field. Graduation from the National Fire Academy’s Executive Fire Office Program is desired. Extensive knowledge of fire administration, methods of fire prevention, emergency medical service delivery and emergency/disaster preparedness and management. Fifteen years of fire fighting/EMT/paramedic experience, 5 of which must have been at the rank of Battalion Chief or higher. Minimum five years experience at an executive management position, experience in budget planning, administration and collective bargaining representing management.

Job Description
DEPARTMENT INFORMATIONThe City of Mulberry Fire Department responds to emergency medical scenes, structural and wildland fires. Mulberry Fire Department responds to and receives assistance from Polk County Fire Department by Autoaid and utilizes a central dispatch agreement. The Fire Department staffing is one Lieutenant and two Firefighters on shift 24/7. Mulberry Fire Department operates out of one fire station located at 109 NW 9th Ave. housing two Class A pumpers, one water tender and one brush unit.
MAJOR FUNCTION
Under general direction of the City Manager, the Fire Chief performs a variety of administrative duties involving the planning, coordination and direction of operations, providing administrative leadership in budgeting, emergency services, personnel and training, assumes full command during large scale emergencies, and coordinates operations of the City Emergency Operations Center during emergencies.
This classification is distinguished from other officer-level positions in that it has a wider scope of responsibility for the overall operations and services of the department and functions as command of large scale incidents.
ILLUSTRATIVE DUTIES
Reviews the operations of Fire Services to assure the accomplishment of primary goals and objectives; assumes command at the scene of major fires and emergencies; plans, organizes and directs Fire Lieutenants and Firefighters; implement and revise policies, and departmental procedures; insures conformance to policies, regulations and procedures; provides information to officials of appropriate organizations and citizen groups regarding department operations, policies and procedures; develops and implements major programs and projects; administers personnel programs including performance management processes, disciplinary actions and employee development programs; assists in the development and administration of the department budget; maintains close liaison with fire, law enforcement and other officials of neighboring public jurisdictions and with officials of State and Federal agencies; coordinates and participates in meeting and conferring with employee groups; evaluates suppression supervisory staff; repr

Requirements
MINIMUM QUALIFICATIONS:Graduate of an accredited high school or possess an acceptable equivalency diploma and have an Associates degree or equivalent in Fire Science or a closely related field. Must have a minimum of ten (10) years of full-time, paid firefighting experience, including two (2) years experience performing Fire Department administrative staff level functions.
Must have a valid driver's license and be able to secure a valid Florida drivers license at the time of employment.
No comparable amount of training or experience may be substituted for the above minimum qualifications or for the certificates and licensures unless the Division of the State Fire Marshal of the Florida Department of Insurance approves such an accepted equivalent.
SPECIAL REQUIREMENTS
Possess a valid Certificate of Compliance or Certificate of Tenure which has been issued according to the rules of the Department of Insurance, Division of State Fire Marshal, Chapter 69A - 37 Firefighters Standards and Training.Must be a State of Florida Emergency Medical Technician (EMT-B)
Must be qualified as a State of Florida Fire Instructor I or Basic Instructor.
Must be qualified as a State of Florida Fire Inspector I.
Applicant/employee shall be fingerprinted and subject to personal background investigation procedures to ascertain an evaluation and determination of moral character according to Chapter 69A 37 Firefighter's Standards and Training.
Applicant/employee must provide a pre-employment medical and physical examination, which satisfies the minimum requirements prescribed by the Division of the State Fire Marshal of the Florida Department of Insurance prior to initial employment as a firefighter. Applicant / employee must provide a pre-employment psychological evaluation, which satisfies the City’s employment requirements.Must successfully complete an approved Emergency Vehicle Driver Course (EVOC) within 30days of employment.

Incumbents possessing National Paramedic Certification must also obtain Georgia Paramedic Certification by completion of the training academy. Must possess and maintain a valid State driver’s license. The working test period for this classification is 12 months.
